Start with the outcome
Describe who uses the facility, what fails today, what must improve and what constraints cannot move. A useful brief might say: staff need reliable early-shift entry, operators need usable night footage at the dock, or meeting rooms need a repeatable start-up process. Include the property address and the person who can provide access.
Gather the baseline
Bring floor plans, installed equipment lists, service history, software and license ownership, IT contacts and permitted work windows. Keep passwords and access codes out of the initial request. Mark missing records so discovery can investigate them.
Compare complete proposals
Compare equipment, pathways, power, network prerequisites, interfaces, training, acceptance tests and support. Ask which assumptions are unverified and which items belong to another trade. Include recurring fees and future administration in the decision.
Accept the result with evidence
Agree on test scenarios before procurement. At completion, review the observed result, train the actual users and receive device records, drawings, settings ownership and unresolved exceptions. Exact deliverables and terms belong in the agreement.
